Panel 1- Peter: " I am Peter of the Red Ribbon Committee.. a complaint came to our office
                          regarding your condo building.."
Panel 2- Peter: " Your building exceeded the required height. Only two floors
                          are allowed in this area.."
Panel 3- Peter: " So if you will not lessen the height of your condo, you will go to jail!"
              Poor Boy: " What?!"
